AUSTIN, TEXAS — Austin police arrested 11 people in an April 8 “shoplifting blitz” centered on the Mueller H-E-B on East 51st Street and neighboring big-box stores along Barbara Jordan Boulevard. Police said the operation targeted thefts in progress in one of Mueller’s busiest daily-shopping corridors, where residents also pass through for trips to Thinkery, Dell Children’s Medical Center of Central Texas and nearby Austin Independent School District campuses.
According to a news release summarized by [Mueller Today](Mueller Today), seven of the arrests occurred at the H-E-B at 1801 E. 51st St., with additional arrests at Home Depot (1200 Barbara Jordan Blvd.), Bath & Body Works (two arrests) and Marshalls (1201 Barbara Jordan Blvd.). APD described the intent of the enforcement detail in a statement: “This operation was designed to assist in combating ongoing retail crime by providing rapid response to thefts in progress and taking appropriate enforcement action,” said Austin Police Department, in the release.
The release listed several repeat-offender allegations and misdemeanor cases. At the Mueller H-E-B, 55-year-old Michael Lynn Durham was arrested on a theft of property charge with previous convictions, and Travis County court records cited in the release described a criminal history dating back to 2005. Christine Mead, 62, was arrested for theft by shoplifting as a Class B citation; Chase McCowen, 34, was charged with evading arrest or detention, a Class A misdemeanor; and Kendrick Roberton, 55, was charged with theft by shoplifting as a Class C citation. Angel Salgado, 39, and William Floyd, 54, were each charged with theft of property with previous convictions, described as a state jail felony.
At the Home Depot on Barbara Jordan Boulevard, APD arrested Miguel Fragoso, 27, on theft of property with previous convictions, resisting arrest, search or transportation (Class A misdemeanor), and an arrest warrant charging theft, the release said. Two doors away at Marshalls, Michael Bilbo, 51, was arrested on theft of property with previous convictions. At Bath & Body Works, Orlando White, 61, was arrested on theft of property with previous convictions and a parole-violation warrant; Ashley Wilson, 31, was arrested on theft of property with previous convictions and a Williamson County warrant alleging theft of property with previous convictions. No victim injuries were reported.
APD has increasingly framed retail-theft enforcement around repeat offenders, a focus Chief Lisa Davis discussed in a 2025 interview: “I think when you talk about recidivism, and you talk about the danger to the community, like what exactly is the crime that they are committing. … Identifying who are our top offenders, and then looking at it from a holistic approach,” said Lisa Davis, Austin’s police chief. For those with information on retail thefts in the Mueller shopping area, police directed the public to Capital Area Crime Stoppers at 512-472-8477. Police did not release an incident number in the announcement and advised calling 911 to report thefts in progress.
